The most important step in training design is conducting a needs analysis. A needs analysis is the basic foundation of the instructional design process, identifying all of the challenges inhibiting organisational excellence and answering the question: What training, if any is needed to solve the challenges?Seldom is there a single solution to complex business challenges; oftentimes a perceived problem is only a symptom of a greater problem. A needs analysis is not conducted on the presumption that training is one of those solutions. A needs analysis compares the actual performance of an organisation to the expected optimal performance and identifies the gap or need. The outcome of the needs assessment is a clear description of the problem and the interventions that will solve the problem.
